Helen Ramirez, AICP is the Economic and Local Business Development Director for the City of San Marcos, Texas. A department dedicated to supporting economic growth, business retention, and local business development. Ramirez leads efforts focused on business recruitment, retention and expansion, public-private partnerships, workforce collaboration, and incentive strategies aligned with shaping a technologically advanced and sustainable community. Ramirez brings over 25 years of both public and private leadership experience spanning economic development, aerospace, aviation, technology, strategic planning, infrastructure investment, historic downtown revitalization and organizational leadership. Most recently, she has served as City Manager for the City of Brownsville, Texas, where she led and supported major economic development initiatives including airline airport recruitment, expansion of SpaceX and aerospace industry, broadband, large-scale P3, long-term growth strategies supporting job creation and community investment.
